Vice President of Connecting Cultures Collaborative and is also the President of the Regional Emergency Shelter Team (REST). REST is a faith-based organization dedicated to providing cold-weather shelter and warm meals to families, single women, and couples experiencing homelessness in the Yuba-Sutter region. Under Rhonda’s leadership, REST collaborates with churches, congregations, and community organizations to address the growing housing crisis and offer emergency shelter for those who are homeless or precariously housed.
With over 28 years of experience in IT and education, Rhonda holds certifications in A+, Network+, Security+, ITIL Foundation, and is trained as an Ethical Certified Hacker. She has expertise in server operations, Microsoft Office applications, and IT infrastructure, as well as training and workforce development.
Her career began with 20 years of service in the United States Air Force, where she spent 15 years in structured education and training roles. Transitioning to the private sector, she expanded her expertise in technology, community outreach, and workforce development, helping individuals and organizations bridge the digital divide.
As Vice President of Connecting Cultures Collaborative, Rhonda is passionate about bridging cultural divides, fostering economic empowerment, and leveraging technology to create equitable opportunities. Through her leadership in REST and Connecting Cultures Collaborative, she remains committed to advocating for housing solutions, supporting those in crisis, and strengthening the fabric of the Yuba-Sutter community.
